Matthew P. Gustat III 

·         Matthew “Gus” Gustat provides technical expertise in the areas of both manual and electronic records management and document handing.  He is a senior certified logistician (FDPHM #91138) with over 40 years of public and private sector experience in healthcare and automated information systems.  His experience in logistics has traversed the spectrum of logistics from a Director of Materials Management in a tertiary teaching hospital, through Vice President for logistics of a healthcare group consisting of 14 medical centers and 183 outpatient clinics; to Chief Operating Officer for a depot complex supporting Europe and Southeast Asia which consisted of inventory control and management of over 200 acres of highly active warehouse and storage facilities 

·         Mr. Gustat has provided consulting and analytical support in litigation cases and fraud investigations involving large quantities of both manual and electronic records and documents related to inventory controls, flows, and losses.  He has also provided analytical support in fraud investigations on case work involving healthcare delivery and facilities operations. 

·       Mr. Gustat has also provided concept development; strategic planning; logistics expertise, acquisition support; and, process analysis expertise to both private and public sector clients requiring, expert assistance in materials handling and warehouse operations.  His clients included Hospital Corporation of America, Government of Singapore, U.S. Immigrations and Naturalization Service, U.S. Public Health Service, Department of Defense, Pacific Air Forces Headquarters, Naval Health Research Center, U.S. Army, and the U.S. Post Office

Kathleen C. Robison 

  • Kathleen Robison provides technical expertise in the areas of both manual and electronic records management and document handing.  Her work has included evaluating several commercially available records management applications and modifying and implementing selected tools to provide more efficient and cost effective document handling and controlled access in both litigation and fraud investigation case support.  

  • Ms. Robison has provided both records management and analytical support in litigation cases and fraud investigations involving the design and implementation of free-form indexing and metadata development for large quantities of both manual and electronic free- form records and documents. 

  • Ms. Robison has performed as program and contract manager for multiple Records Management contracts with the Social Security Administration.  She provided program design, needs assessment, process analysis, development and implementation, and performance optimization in the daily handing of critical source documents related to both Disability (Title II) and Supplemental Social Income  (Title XVI) entitlements.  These projects spanned 11,000,000 highly active physical, original records and involved handling and manipulation of over 25,000 physical records per day in multiple locations.  

  • Ms. Robison has also provided concept development; program design, process analysis and implementation, and performance optimization, to several Federal agencies.  Her clients have included U.S. Immigrations and Naturalization Service, U.S. Public Health Service, Department of Defense, Naval Health Research Center, U.S. Army Environmental Hygiene Agency, and the U.S. Post Office.
